Appointments to Outside Bodies, Partnerships and Boards

To consider the report of the Director of Corporate Services

Minutes:

The Director of Corporate Services submitted a report to allow Council to consider its appointments to outside bodies, partnerships and boards.

 

Councillor Brookes proposed, seconded by Councillor Mumford:

 

“That the basis of all appointments remain the same as set out in the appendices to the report, save for the Board of Trustees of the Lancaster Charity, where all political groups be asked to take up one of the six places.”

 

A vote was taken on the proposition which was clearly carried. Appointments to be made by virtue of a Members position would be referred to the appropriate body for appointment. Ward Councillor positions would be decided by agreement between the ward councillors involved.

 

Councillor Hamilton-Cox then proposed, seconded by Councillor Mumford:

 

“That Option 2, as set out in the report, be approved, to deal with appointments made by Council at the June Council meeting.”

 

This proposition was lost when put to the vote. The Mayor confirmed that Members would need to make the Council appointments straight away. He went through the list of appointments, seeking nominations for the Arnside and Silverdale AONB first.

 

Councillor Greenwell was nominated by Councillor Mumford, seconded by Councillor Black. There being no other nominations, Councillor Greenwell was appointed to the Arnside and Silverdale AONB.

 

For the Board of Lancaster District Chamber of Commerce, Councillor Barber nominated herself, seconded by Councillor Whitworth. Councillor Hartley nominated Councillor Hamilton-Cox, seconded by Councillor O’Dwyer-Henry. Councillor Cleet was nominated by Councillor Geoff Knight, seconded by Councillor Dennison. Councillor Hamilton-Cox received a majority vote and was the successful nominee.

 

The MBI group leader informed Council that his group did not wish to take one of the six places on the Board of Trustees of the Lancaster Charity. The following Members were appointed:

 

Councillor Brookes – nominated by Councillor Caroline Jackson, seconded by Councillor Dant.

 

Councillor Redfern – nominated by Councillor Wood, seconded by Councillor Robinson.

 

Councillor Biddulph – nominated by Councillor O’Dwyer-Henry, seconded by Councillor Hartley.

 

Councillor Pritchard – nominated by Councillor Mumford, seconded by Councillor Greenwell.

 

Councillor Budden – nominated by Councillor Barber, seconded by Councillor Guilding.

 

Councillor Frea – nominated by Councillor Wood, seconded by Councillor Robinson.

 

For the Forest of Bowland AONB Advisory Committee, Councillor Joan Jackson was nominated by Councillor Barber, seconded by Councillor Whitworth. Councillor Greenwell was nominated and seconded but then withdrew her nomination. Councillor Frea was nominated by Councillor Wood, seconded by Councillor O’Dwyer-Henry. With 25 votes for Councillor Joan Jackson and 29 votes for Councillor Frea, the Mayor declared Councillor Frea appointed to the Forest of Bowland AONB Advisory Committee.

 

For the Furness Line Community Railway Partnership, Councillor Yates was nominated by Councillor Barber, seconded by Councillor Guilding. Councillor Greenwell was nominated by Councillor Mumford, seconded by Councillor Robinson. Councillor Yates received 22 votes, Councillor Greenwell 30 votes. Councillor Greenwell was appointed to the Furness Line Community Railway Partnership.

 

Nominations were taken for the George Fox School Educational Charity next. Councillor Robinson was nominated by Councillor O’Dwyer-Henry, seconded by Councillor Wood. There were no other nominations and Councillor Robinson was appointed to the Charity.

 

The Mayor reminded Councillors that the next appointment, to the Health Scrutiny Committee, was for non-cabinet nominees only. Councillor Dant was nominated by Councillor Dowding, seconded by Councillor Stubbins. Councillor Barber nominated Councillor Guilding, seconded by Councillor Joan Jackson. Councillor Dant achieved a majority, with 32 votes, and was appointed to the Health Scrutiny Committee.

 

Nine places were available on the Heysham Nuclear Power Station Local Community Liaison Council. The MBI leader asked that these positions be given to the Ward Councillors for Heysham and Overton, however there was an objection to this suggestion and Members were nominated as follows:

 

The MBI group put forward Councillors Greenall, Geoff Knight, Matthews, Cleet and Boyd-Power. The Labour group put forward Councillors Black, Frea, Hartley, Biddulph, Reynolds, Wood and Bryning. The Conservative group put forward Councillor Smith. As there were 13 nominees for just nine places, four of the Councillors nominated chose to withdraw their nominations. Councillors Greenall, Geoff Knight, Reynolds, and Wood withdrew and Councillors Biddulph, Black, Boyd-Power, Bryning, Cleet, Frea, Hartley, Matthews and Smith were appointed to the Heysham Nuclear Power Station Local Community Liaison Council.

 

For the James Bond/Henry Welch Trust, Councillor Guilding was put forward by Councillor Barber, seconded by Councillor Whitworth. Councillor Thornberry was nominated by Councillor O’Dwyer-Henry, seconded by Councillor Redfern. 27 Councillors voted for Councillor Guilding; 28 Councillors voted for Councillor Thornberry. Councillor Thornberry was appointed to the Trust.

 

The next outside body appointment was the Lancaster Canal Regeneration Partnership. Councillor Penny was nominated by Councillor O’Dwyer-Henry, seconded by Councillor Robinson. Councillor Geoff Knight nominated Councillor Firth, seconded by Councillor Boyd-Power. Councillor Yates was nominated by Councillor Barber, seconded by Councillor Joan Jackson. Councillor Penny received a majority vote, from 31 Members, and was duly appointed to the Partnership.

 

For the Lancaster and Skipton Rail User Group, Councillors Yates and Bryning were nominated; Councillor Yates by Councillor Barber, seconded by Councillor Joan Jackson, Councillor Bryning by Councillor O’Dwyer-Henry, seconded by Councillor Wood. 22 votes were cast for Councillor Yates, Councillor Bryning received 28 votes and was appointed to the User Group.

 

One non-cabinet place was available on the Lancaster Community Fund Grants Panel. This place was taken by the only nominee, Councillor Bannon, who was nominated by Councillor Dowding, seconded by Councillor Dant.

 

There was one nominee for the Lancaster District CVS. Councillor Sinclair was nominated for the CVS by Councillor O’Dwyer-Henry, seconded by Councillor Wood, and was duly appointed to the position.

 

Councillor Joan Jackson was nominated for the Lancaster Ripley Church of England Education Trust by Councillor Barber, seconded by Councillor Guilding. Councillor Bryning was nominated by Councillor O’Dwyer-Henry, seconded by Councillor Hartley. A vote was taken, however it was pointed out that the information provided by the Trust had asked for two Councillors rather than one; hence, both Councillor Joan Jackson and Councillor Bryning were appointed to Lancaster Ripley Church of England Education Trust.

 

Regarding Landscapes for Life, Councillor Matthews, being the only Councillor nominated, was appointed. Her proposer was Councillor Geoff Knight, her seconder was Councillor Dennison.

 

Councillors Parr and Guilding were both nominated for Lune Park Children’s Centre; Councillor Parr was nominated by Councillor O’Dwyer-Henry seconded by Councillor Wood, Councillor Guilding was nominated by Councillor Barber seconded by Councillor Smith. Councillor Parr achieved a majority vote from 31 Members. She was duly appointed to Lune Park Children’s Centre.

 

Morecambe FC Community Sports Trust was dealt with next. Councillor Hanson was nominated by Councillor O’Dwyer-Henry, seconded by Councillor Clifford. There being no further nominations, Councillor Hanson was appointed to the Trust.

 

Three places were available on the North Lancashire Citizens Advice Bureaux Board. Five Councillors were nominated, as follows:

 

Councillor Boyd Power and Councillor Jenkins, nominated by Councillor Geoff Knight, seconded by Councillor Heath.

 

Councillors Biddulph, Frea and Whitaker, nominated by Councillor O’Dwyer-Henry, seconded by Councillor Wood.

 

When put to the vote, three Councillors, Biddulph, Frea and Whitaker, achieved a majority vote and were appointed.

 

Councillor Lewis was the sole nominee for the Preston and Western Lancashire Racial Equality Council. She was nominated by Councillor O’Dwyer-Henry, seconded by Councillor Wood and was duly appointed.

 

For the place on Relate Lancashire – Lancaster District, Councillor Greenwell proposed Councillor Mumford, seconded by Councillor Pritchard. Councillor Whitworth was nominated by Councillor Barber, seconded by Councillor Guilding. Councillor Mumford received 31 votes and, this being a majority, he was appointed to Relate.

 

Councillor Dennison was nominated by Councillor Geoff Knight, seconded by Councillor Heath, for the next place to be filled; the Reserve Forces and Cadets Association for the North West of England and the Isle of Man. Being the only nominee, the Mayor declared Councillor Dennison appointed to the Association.

 

The final place to be determined was for the Community Rail Partnership. Councillor Dennison was put forward by Councillor Geoff Knight, seconded by Councillor Greenall. Councillor Dowding was nominated by Councillor Bannon, seconded by Councillor Young. Councillor Dennison received 24 votes, Councillor Dowding received 31 votes. Councillor Dowding was duly appointed to the Partnership.

 

Resolved:

 

(1)          That the basis of all appointments remain the same as set out in the appendices to the report, save for the Lancaster Charity, where all political groups be asked to take up one of the six places.

 

(2)          That the list of appointments to outside bodies, as set out below, be approved.
