Appointment of Vice Chair

Minutes:

The Chair requested nominations for the position of Vice-Chair for the 2020/21 municipal year.

 

It was proposed by Councillor Guilding and seconded by Councillor Young that Councillor Scothern be appointed to the position, and there being no further nominations, the Chair declared the proposal to be carried.

 

Resolved:

 

(1)             That Councillor Scothern be appointed Vice-Chair of the Standards Committee for the 2020/21 municipal year.

Minutes

Minutes of meeting held on 16 January 2020 (previously circulated). 

Minutes:

The Minutes of the meeting held on 16 January 2020 were agreed as a correct record. It was note that they would be signed by the Chair when the minute book was available.

Items of Urgent Business authorised by the Chair

Minutes:

There were no items of urgent business.

4.

Declarations of Interest

To receive declarations by Councillors of interests in respect of items on this Agenda. 

Councillors are reminded that, in accordance with the Localism Act 2011, they are required to declare any disclosable pecuniary interests which have not already been declared in the Council’s Register of Interests. (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting). 

Whilst not a legal requirement, in accordance with Council Procedure Rule 9 and in the interests of clarity and transparency, Councillors should declare any disclosable pecuniary interests which they have already declared in the Register, at this point in the meeting. 

In accordance with Part B Section 2 of the Code Of Conduct, Councillors are required to declare the existence and nature of any other interests as defined in paragraphs 8(1) or 9(2) of the Code of Conduct.

5.

Appointment of an Independent Person pdf icon PDF 246 KB

Report of the Monitoring Officer

Minutes:

The Monitoring Officer presented a report to enable the Standards Committee to recommend to Council the appointment of Mr Barry Dearing as an additional Independent person in accordance with the Localism Act 2011. It was reported that the process to recruit a second Independent person had begun some months previously when it had become evident that to ensure standard matters could be dealt with swiftly without over burdening the current Independent person, an additional Independent person was required.

 

There were no objections to Mr Dearing being recommended to Council for appointment as an Independent person.

 

Resolved:

 

(1)             That Mr Barry Dearing be recommended to Council for appointment as an Independent person.

Report of the Monitoring Officer

Minutes:

The Monitoring Officer presented a report, which advised the Committee about the progress of current complaints and any other code of conduct complaints received since the last report in January 2020.  At this point the Chair requested that Members indicate if they wished to raise any questions in relation to the exempt appendix as the Committee would need to go into private session in that eventuality.   There being no request to ask questions the Chair confirmed that the report was for noting.

(1)             That the report be noted.
