The Committee considered a request from Thurnham Parish Councillors M.J Hornshaw, S. Bibby and T.A Stalker to grant dispensation to enable them to take part in parish council business affecting Glasson Dock Bowling Club.

 

Members considered the issue and on being put to the vote voted unanimously in favour.

 

Resolved:

 

That dispensations be granted to Parish Councillors M.J Hornshaw, S.Bibby and T.A Stalker to enable them to take part in parish council business affecting Glasson Dock Bowling Club, , subject to the Standards Committee being informed immediately in the event of any of them becoming the chair or treasurer of the Club.

Report of the Monitoring Officer

Minutes:

The Committee considered a report requesting them to nominate an elected member from the Standards Committee to the appointment panel for the recruitment of the additional independent member as approved by the Council on the 5th December 2007.  It was noted that in the event of there being more than three nominations for the additional parish representatives, the panel would also consider those nominations.

 

The Committee welcomed the intention of the Chief Executive to be involved in the appointment process.

 

Resolved:

 

That Councillor Kirkman serve as the elected member on the appointment panel for the additional independent member, with Councillor Burns as the reserve elected member.

The Committee considered the Local Government and Public Involvement in Health Act 2007 – Consultation paper on orders and regulations relating to the conduct of local authority members in England. Members discussed the consultation paper and expressed their views and authorised the Monitoring Officer, in consultation with the Chairman to submit a response to the government reflecting those views. It was agreed that the response be appended to these minutes.

 

Resolved:

 

That  the Monitoring Officer, in consultation with the Chairman submit a response to the Department for Communities and Local Government reflecting the views expressed by the committee.
