Lancaster Canal Quarter Early Phase Housing Regeneration Proposal

To consider a recommendation for the preferred housing developer and housing proposal for the Nelson Street car park opportunity site following tender submission and officer assessment. Cabinet will be invited to offer an exclusivity period to the preferred developer during which the parties will finalise and complete a binding development agreement to progress a planning application and deliver a housing scheme for the site.

Consultation process

The Canal Quarter Strategic Regeneration Framework and emerging masterplan proposals have been the subject of extensive stakeholder and community consultation. In general, there is broad community consensus in the council’s proposals to use the council’s Canal Quarter land interests for sustainable housing.

Are there any climate change implications?: Agreed Heads of terms for a Development Agreement will be arranged to ensure the council’s interests over this site are protected and ensure that the disposal will be in accordance with Section 123 of the Local Government Act 1972, and/or the General Disposal Consent. The agreement will be required to incorporate provisions for ensuring the performance of the developer’s proposed scheme particularly in terms of the council’s environmental ambitions.
