The report seeks commitment to spend part of
the council’s approved Regeneration Feasibility Reserve for
both strategic contextual and discrete project feasibility work on
the area known as Heysham Gateway. The main aim behind the Heysham
Gateway strategy is to provide a portfolio of high quality,
sustainable employment sites which will prove attractive to
businesses and build on the improvements in accessibility provided
by the Bay Gateway. The intention is to establish Heysham Gateway
as a premier business location in the north west for companies
operating in the council's priority economic sectors.

Consultation process
The proposal has been considered by the
council's Capital Strategy Group where it was agreed to be taken to
Cabinet for approval under the process outlined for authorisation
of Reserves spend.
Are there any climate change implications?: There are no climate change implications arising from the proposals to spend reserves. Long-term, the parameters of proposed development schemes for the area will be set within a framework which contributes towards mitigating the effects of climate change and demonstrating sustainable design, energy efficiency and environmental improvements across poor quality brownfield land.
