In accordance with the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, Part 2, Regulation 5 (6) Procedures prior to private meetings, the approval of the Chairman of Overview and Scrutiny has been obtained for the following key decision to be considered under special urgency provisions. Consideration of this item was deferred by Cabinet on 6 August to enable officers to seek further clarification on a number of issues. The reason for the urgency is The Lune Valley Community Land Trust scheme can only be delivered if a capital grant application (for development/construction costs) is submitted and approved by Homes England through their Community Housing Fund Capital Grant Programme. The deadline for bids is December 2019. In order to give the bid certainty, the grant funding required from Lancaster City Council needs to be approved as quickly as possible to ensure that all of the required funding is in place.
To update Cabinet on the position in respect of the Halton Mills housing project and propose a way forward which will allow pre-development to proceed as well as ensuring implications in respect of extant sums, state aid and procurement are addressed.
