The minutes of the meeting held on 26th November 2009 were signed by the Chairman as a correct record.

The Licensing Manager presented a report which informed Members of an amendment to the Licensing Act 2003. The amendment to the Act expanded the definition of “interested party” to include Councillors if they were an elected Member in the Licensing Authority.

 

It was reported that this amendment would allow Councillors to make representations in respect of most types of licensing applications as long as it was relevant to the Licensing objectives.

 

Members discussed the amendment and agreed that it would be a useful tool for Councillors to report problems with premises that were not within their ward.

 

It was agreed that this information should be shared with all Councillors.

 

Resolved :

 

  1. That the report be noted.

 

  1. That details of the amendment to the Licensing Act 2003 be circulated to all Members.

Lancaster District Alcohol Harm Reduction Partnership

Licensing Manager will report at the meeting.

Minutes:

Members were advised that the Lancaster and District Alcohol Harm Reduction Partnership had invited Councillors from the Licensing Authority to become members of the partnership. It was reported that the Partnership was going to produce an action plan to reduce alcohol related harm in the district.

 

It was agreed that Councillor Janie Kirkman would represent the Council on this Board and that other Members would attend if they wished.

 

Resolved :

 

  1. That Councillor Janie Kirkman represent the Council on the Lancaster District Alcohol Harm Reduction Partnership.

 

  1. That other Committee Members attend the Partnership’s meetings on an ad hoc basis.
