Under the scheme of public participation, Ian Sanderson was registered to speak in objection to the application. Graham Salisbury of Graham Anthony Associates, agent for the applicant, was registered to speak in support.
It was proposed by Councillor Helme and seconded by Councillor Johnson:
“That the application be deferred to enable a site visit to take place.”
Upon being put to the vote, 11 Members voted in favour of the proposition and 2 against, with 1 abstention, whereupon the Chairman declared the proposal to be carried.

It was proposed by Councillor Johnson and seconded by Councillor Sowden:

Upon being put to the vote, Members voted unanimously in favour of the proposition, whereupon the Chairman declared the proposal to be clearly carried.
Resolved:
That Planning Permission be granted, subject to the following conditions, as set out in the case officer’s report, including amendment of condition 8:
1. Standard 3 year timescale. 2. Development in accordance with approved plans. 3. Materials, including wall and steps, balustrades, surface treatments, seating, lighting, signage, bollards, gym equipment, water/wash and electrical facilities. 4. Ecological mitigation measures. 5.
