The Minutes of the meeting held on 7th April 2015 were signed by the Chairman as a correct record.

Members are reminded that, in accordance with the Localism Act 2011, they are required to declare any disclosable pecuniary interests which have not already been declared in the Council’s Register of Interests. Under the scheme of public participation, Ian Sanderson was registered to speak in objection to the application.  Graham Salisbury of Graham Anthony Associates, agent for the applicant, was registered to speak in support.

 

It was proposed by Councillor Helme and seconded by Councillor Johnson:

 

“That the application be deferred to enable a site visit to take place.”

 

Upon being put to the vote, 11 Members voted in favour of the proposition and 2 against, with 1 abstention, whereupon the Chairman declared the proposal to be carried.

 

The public speakers elected to speak at the meeting following the site visit.

That Planning Permission be granted, subject to the following conditions, as set out in the case officer’s report, including amendment of condition 8:

 

1.         Standard 3 year timescale.

2.         Development in accordance with approved plans.

3.         Materials, including wall and steps, balustrades, surface treatments, seating, lighting, signage, bollards, gym equipment, water/wash and electrical facilities.

4.         Ecological mitigation measures.

5.         Works to be undertaken in accordance with the submitted Flood Risk Assessment.

6.         Hours of work (Monday to Friday 0800 – 1800 and Saturday 0800 – 1400).

7.         Noise mitigation measures.

8.         Construction Management Plan (including dust control and a nominated point of contact).

9.         Off-site highway works, including safety audit and associated traffic regulatory orders and any necessary repair works to footpaths/cycleways.
