Minutes of meeting held on 7 April 2015 (previously circulated). 

The Minutes of the meeting held on 7^th April 2015 were signed by the Chairman as a correct record.

There were no items of urgent business.

To receive declarations by Members of interests in respect of items on this Agenda. 

Members are reminded that, in accordance with the Localism Act 2011, they are required to declare any disclosable pecuniary interests which have not already been declared in the Council’s Register of Interests. (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting.)

Whilst not a legal requirement, in accordance with Council Procedure Rule 10 and in the interests of clarity and transparency, Members should declare any disclosable pecuniary interests which they have already declared in the Register at this point in the meeting. 

In accordance with Part B, Section 2 of the Code of Conduct, Members are required to declare the existence and nature of any other interests as defined in paragraphs 8(1) or 9(2) of the Code of Conduct.

There were no declarations of interest.

The Chief Officer (Regeneration and Planning) submitted a Schedule of Planning Applications and his recommendations thereon.

Resolved:

(1)        That the applications be determined as indicated below (the numbers denote         the schedule numbers of the applications).

(2)        That, except where stated below, the applications be subject to the relevant           conditions and advice notes, as outlined in the Schedule.

(3)        That, except where stated below, the reasons for refusal be those as outlined        in the Schedule.

Applications to be dealt with by the District Council without formal consultation with the County Council.

APPLICATION SUBJECT TO PUBLIC PARTICIPATION

Under the scheme of public participation, Ian Sanderson was registered to speak in objection to the application.  Graham Salisbury of Graham Anthony Associates, agent for the applicant, was registered to speak in support.

It was proposed by Councillor Helme and seconded by Councillor Johnson:

“That the application be deferred to enable a site visit to take place.”

Upon being put to the vote, 11 Members voted in favour of the proposition and 2 against, with 1 abstention, whereupon the Chairman declared the proposal to be carried.

The public speakers elected to speak at the meeting following the site visit.

Resolved:

That the application be deferred to enable a site visit to take place.

APPLICATIONS NOT SUBJECT TO PUBLIC PARTICIPATION

It was proposed by Councillor Dennison and seconded by Councillor Budden:

“That the application be approved.”

Upon being put to the vote, Members voted unanimously in favour of the proposition, whereupon the Chairman declared the proposal to be clearly carried.

Resolved:

That Planning Permission be granted, subject to the following conditions, as set out in the case officer’s report:

1.         Standard time limit.

2.         Amended plans dated 13^th April 2015.

3.         Development in accordance with approved plans.

4.         Tile finish to match the adjacent roof plane.

Application to be dealt with by a District Council.

Demolition and reconstruction of the Wave Reflection Wall along Morecambe Promenade for Mr Adrian Morphet

It was proposed by Councillor Johnson and seconded by Councillor Sowden:

“That the application be approved.”

Upon being put to the vote, Members voted unanimously in favour of the proposition, whereupon the Chairman declared the proposal to be clearly carried.

Resolved:

That Planning Permission be granted, subject to the following conditions, as set out in the case officer’s report, including amendment of condition 8:

1.         Standard 3 year timescale.

2.         Development in accordance with approved plans.

3.         Materials, including wall and steps, balustrades, surface treatments, seating, lighting, signage, bollards, gym equipment, water/wash and electrical facilities.

4.         Ecological mitigation measures.

5.         Works to be undertaken in accordance with the submitted Flood Risk Assessment.

6.         Hours of work (Monday to Friday 0800 – 1800 and Saturday 0800 – 1400).

7.         Noise mitigation measures.

8.         Construction Management Plan (including dust control and a nominated point of contact).

9.         Off-site highway works, including safety audit and associated traffic regulatory orders and any necessary repair works to footpaths/cycleways.

And subject to the following additional condition (suitably worded):

10.       Details of wall embellishments to be agreed.

Members received the quarterly planning reports from Development Control.

Resolved:

That the reports be noted.

The Chief Officer (Regeneration and Planning) submitted a schedule of planning applications dealt with under the scheme of delegation of planning functions to officers.
