Minutes:

Apologies for absence were received from Councillors Paul Anderton, Abbott Bryning, Jason Firth, Kevin Frea, Stuart Morris, Faye Penny, Alistair Sinclair, Paul Stubbins and Luke Taylor.

DECLARATIONS OF INTEREST

To receive declarations by Councillors of interests in respect of items on this Agenda. 

Councillors are reminded that, in accordance with the Localism Act 2011, they are required to declare any disclosable pecuniary interests which have not already been declared in the Council’s Register of Interests. (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting). 

Whilst not a legal requirement, in accordance with Council Procedure Rule 9 and in the interests of clarity and transparency, Councillors should declare any disclosable pecuniary interests which they have already declared in the Register, at this point in the meeting. 

In accordance with Part B Section 2 of the Code Of Conduct, Councillors are required to declare the existence and nature of any other interests as defined in paragraphs 8(1) or 9(2) of the Code of Conduct.

AWARD OF HONORARY FREEDOM OF THE CITY OF LANCASTER TO COUNCILLOR ABBOTT BRYNING pdf icon PDF 104 KB

Report of Senior Manager – Democratic Services

Minutes:

The Senior Manager – Democratic Services submitted a report setting out a proposal to make Councillor Abbott Bryning an Honorary Freeman.  The report set out details of Councillor Bryning’s length of service and dedication to the Council. Members were asked to consider this in the light of the definition that a person being considered for the status of Honorary Freeman should be a person of distinction who has, in the opinion of the Council, rendered eminent services to the City.

 

The recommendations set out in the report were moved by Councillor Wood and seconded by Councillor Yates.

 

On being put to the vote the Mayor declared the vote unanimously carried.

 

Resolved:

(1)               That in pursuance of Section 249 of the Local Government Act 1972, this Council confers the Freedom of the City of Lancaster on Councillor Abbott Bryning in recognition of his length of service and dedication to the Council.

(2)           That the Chief Officer (Governance) be authorised to make the necessary arrangements for the award to be made at Annual Council on Friday 19th May 2023.
