Apologies for absence were received from Councillors Jake Goodwin, Sarah Knight, Faye Penny, Stewart Scothern, Paul Stubbins, Katie Whearty, John Wild and Peter Yates.

To give a Vote of Thanks to the retiring Mayor. 

A vote of thanks to the retiring Mayor was moved by Councillor Frea and seconded by Councillor Robinson.

On being put to the vote, the proposition was clearly carried.

The retiring Mayor responded.

Resolved:

(1)          That the best thanks of the City Council be conveyed to the retiring Mayor, Councillor Andrew Kay for the service rendered to the City during 2018/19 and for presiding over the meetings of the City Council during that period.

To elect the Mayor of the City of Lancaster for the ensuing year. 

It was moved by Councillor Redfern and seconded by Councillor Thomas that Councillor David Whitaker be elected Mayor of the City of Lancaster for the municipal year 2019/20

On being put to the vote, the Mayor declared the proposition clearly carried.

Resolved:

That Councillor David Whitaker be elected Mayor of the City of Lancaster for the municipal year 2019/20.

Councillor Whitaker thereupon made and subscribed a Declaration of Acceptance of Office as required by Section 83(3) of the Local Government Act 1972 as amended before the Chief Executive as the proper officer of the Council.

Children from Sandylands Primary School sang to the Councillors and guests during a short adjournment. The outgoing Mayor, former Councillor Andrew Kay, vacated the Chair, which was taken by the new Mayor.

To elect a Deputy Mayor for the ensuing year. 

On taking the Chair, the Mayor expressed his thanks to the meeting and presented the retiring Mayor with a certificate.

Upon the invitation of the Mayor, Councillor Parr proposed:-

“That Councillor Alan Biddulph be elected Deputy Mayor of the City of Lancaster for the 2019/20 municipal year”.

The proposition was seconded by Councillor Caroline Jackson. 

On being put to the vote, the Mayor declared the proposition clearly carried.

Resolved:

That Councillor Alan Biddulph be elected Deputy Mayor of the City of Lancaster for the 2019/20 municipal year.

Councillor Biddulph thereupon made and subscribed the Declaration of Acceptance of Office as required by Section 83(3) of the Local Government Act 1972 as amended before the Chief Executive as the proper officer of the Council.   

To present Certificates of Service to outgoing Councillors in recognition of their contribution to the Council for a period of at least two full terms of office. 

It was proposed by Councillor Hanson and seconded by Councillor Greenall:

‘That the Council present a Certificate of Service to those retiring Councillors who have been in office for a period of at least two full terms, in recognition of their contribution to the Council.’

On being put to the vote the Mayor declared the proposition clearly carried.

Resolved:

That the Council present a Certificate of Service to the following former Councillors in recognition of their contribution to the Council for a period of at least two full terms of office:

Terrie Metcalfe

Margaret Pattison

Liz Scott

Susan Sykes

The Mayor presented the Certificates of Service.

To receive any announcements which may be submitted by the Mayor or the Chief Executive. 

The Mayor announced the arrangements for Mayor’s Sunday on 19 May 2019. A service would be held at Lancaster Priory, commencing at 11.30am, which all would be very welcome to attend.

The Mayor then thanked the children from Sandylands Primary School who had given up their time to sing so beautifully for the Councillors, officer and invited guests at the meeting.
