To receive as a correct record the Minutes of the Meeting held on 16^th October 2024 (previously circulated). 

To receive declarations by Councillors of interests in respect of items on this Agenda. 

Councillors are reminded that, in accordance with the Localism Act 2011, they are required to declare any disclosable pecuniary interests which have not already been declared in the Council’s Register of Interests. (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting). 

Whilst not a legal requirement, in accordance with Council Procedure Rule 9 and in the interests of clarity and transparency, Councillors should declare any disclosable pecuniary interests which they have already declared in the Register, at this point in the meeting. 

In accordance with Part B Section 2 of the Code Of Conduct, Councillors are required to declare the existence and nature of any other interests as defined in paragraphs 8(1) or 9(2) of the Code of Conduct. 

The Lancaster District Allotment Review is attached.  The Committee is asked to make any comments and recommendations considered necessary. 

Anna Clayton – Food Futures Coordinator, LESS, Deborah Simmonds – Allotment Review Project Support, Councillor Joanne Ainscough, Cabinet Member with responsibility for Environmental Services, and Will Griffith, Chief Officer – Environment and Place, have been invited to attend for this item. 

For the following item the Overview and Scrutiny Committee will be acting in its capacity as the City Council's designated crime and disorder committee in accordance with the Police and Justice Act 2006 and Crime and Disorder (Overview and Scrutiny) Regulations 2009. 

Report of Chief Officer People and Policy. 

Councillor Peter Jackson, Chair and the Vice Chair Kirsty McCreash from LFRS, of the Community Safety Partnership have been invited to attend. 

Representatives of Lancashire Constabulary have also been invited to the meeting. 

Note:  The report includes exempt appendices and the Committee would need to exclude the press and public if minded to discuss the information within the exempt appendices.
