To Appointment a Vice-Chairman for the duration of the 2016/17 Municipal Year.

In accordance with Part 3, Section 11 of the Constitution, the holder of this appointment may not come from the largest political group on Cabinet.

Minutes:

It was proposed by Councillor David Whitaker, seconded by Councillor John Reynolds and unanimously agreed: -

 

 “That Councillor Caroline Jackson be appointed Vice-Chairman of the Overview and Scrutiny Committee for the 2016/17 Municipal Year.” 

 

 Resolved :-

 

That Councillor Caroline Jackson be appointed Vice-Chairman of the Overview and Scrutiny Committee for the 2016/17 Municipal Year.

Members considered a report which set out a number of appointments the Committee were required to make. 

 

The following appointments were agreed. 

 

Resolved:-

 

(1)        That Councillor June Ashworth be appointed Scrutiny Champion for the             Municipal Year. 

 

(2)        That Councillor Caroline Jackson be appointed the Pre-Scrutiny Champion for             the Municipal Year. 

 

(3)        The following were agreed as Cabinet Liaison Members: -

The Committee considered a report giving details of the Committee’s Work Programme and outstanding items from the previous Municipal Year. 

 

An update on the existing informal Task Groups was given to Members of the Committee.

 

It was noted that the Late Night Economy in the Lancaster District Informal Task Group was progressing well and that the Resilience Informal Task Group was about to meet shortly for the first of its two meetings.

 

Resolved :-

 

The following was agreed :

 

(1)  That the APSE report be circulated to Members of the Committee.

 

(2)  That Members of the Overview and Scrutiny Committee attend the Budget and Performance Panel meeting on 12th July 2016 when the APSE report will be discussed.

 

(3)  That an update on the Property Disposal Strategy be provided at the July 2016 meeting and that the Cabinet Member with Responsibility for Property be invited to attend.

 

(4)  That an overview of the work of the Community Safety Partnership be provided at the November 2016 Community Safety meeting.

 

(5)  That the Leader of the Council be invited to attend the September meeting of the Committee.

 

(6)  That the Cabinet Member with Responsibility for Older People be consulted on a topic for the annual meeting to consider Older People’s issues.

 

(7)  That the investigation of changing from the Cabinet to Committee system be removed from the Work Programme.

 

(8)  That Morecambe BID be invited to attend a future meeting to discuss promoting the Local Economy.

 

(9)  That the outstanding Briefing Notes that have been requested by the Committee be followed up.

It was noted that there had not been any requests for items to be considered in accordance with the Councillor Call for Action process.
