The report seeks authority to renew for a
further period the Memorandum of Understanding between the city
council and Lancashire-based developer Maple Grove outlining the
joint working arrangements and partnership to explore and define a
commercial mixed-use development proposal for the Heron Works site
(a site under formal option to Maple Grove) combining with the
neighbouring council land interests.

Cabinet received a report from the Chief Officer Sustainable Growth with regard to the Heron Works, Canal Quarter. The report was exempt from publication by virtue of Paragraph 3, Schedule 12A of the Local Government Act, 1972.
The options, options analysis, including risk assessment and officer preferred option, were set out in the exempt report:
