The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 has removed the requirement for a Forward Plan to be published each month. Instead, local authorities operating executive arrangements are required to give at least 28 days’ notice of every key decision which is to be taken. To comply with this requirement and facilitate access to the information, the Council will be publishing these decisions under “ Executive Key Decisions”. In addition, the Regulations, stipulate that at least 28 days’ notice should be given of the intention to hold any meeting or part in private. 13/01/2020 - Participation in the Global Refugee Resettlement Scheme

Lancaster City Council confirmed at a Cabinet meeting held on the 16th February 2016 that it wished to participate in the Syrian refugee resettlement programme. To date, 15 families have been resettled in the district through the resettlement. The programme is co-ordinated by Lancashire County Council and funded by the Home Office. The programme is fully funded at no cost to the City Council.
In June 2019, The Government announced a new global resettlement scheme for the most vulnerable refugees. Lancashire County Council are seeking pledges from district Councils to participate in the new resettlement scheme. Specifically, they are asking if Lancaster City Council would consider resettling 5 families in the district in July 2020. The funding arrangements remain the same.

13/01/2020 - Housing Revenue Account and Capital Programme

Report from the Director for Communities and the Environment which provided an update on the council housing budgetary position and sought decisions on council housing rent levels for 2020/21 and targets for future years. The report also sought Cabinet’s approval of supporting revenue budget and capital programme proposals for referral on to Budget Council in order to complete the HRA budget setting process for 2020/21.

13/01/2020 - Direction under Article 4 of the Town and Country Planning (General Permitted Development) Order 2015 and a Regulation 7 Direction under the Town and Country Planning (Control of Advertisements) (England) Regulations 2007

An Article 4 Direction would remove the permitted development which allows the conversion of dwellings to houses in multiple occupation and a Regulation 7 Direction would restrict the display of “To Let” boards. The report also seeks approval for progression of the Directions though an informal consultation process and then the statutory processes necessary for the Directions to be made.
