MOTION TO ENABLE ACCESS TO HOLDERS OF THE "JUST CAN'T WAIT" CARD

To consider a motion on notice submitted by Councillor Parr and seconded by Councillors Pattison, Redfern and Thornberry. The motion is enclosed with the officer briefing note.

The following motion of which notice had been given to the Chief Executive in accordance with Council Procedure Rule 15 was moved by Councillor Parr and seconded by Councillor Redfern:-

 

“This Council notes:

 

170.000peoplecarry the ‘JustCan'tWait Card' across thecountryincludingin Lancasterwherethe numberis rising. Manypeopleacross thedistrictsuffer fromillnesses/conditionswhich canbe debilitating, rangingfromincontinence to stomasurgery.Theseconditions canlead to themneeding the emergencyuseof toiletfacilitiesurgently.

 

TheBladder& Bowel communityhaveestablishedthe'JustCan'tWait ToiletScheme' whichenables peopleto carrya cardand enables businessesandorganisationsto allowemergencyaccessto toilet facilities.People havetoldthe BladderandBowel Communitythat theyaretrapped intheirown homesdueto thelackof publictoiletsandthefear ofbeingcaughtshort. Thereare over14million people inthe UKlivingwitha bladderconditionand6.4millionwith a bowel conditionwith thousands sufferingacrossLancashiredesperatelyin needof emergencyaccess to toiletfacilities.

 

Therefore,this Councilresolves:

 

1.          That LancasterCityCouncil becomesa partner for the 'JustCan'tWait Card' schemeandall LancasterCityCouncil publicbuildings areaccessiblefor thosecarryingthis card.

2.          That theChiefExecutivewritestotown andparish councils andour suppliersand business partners across thedistrictencouragingthemtojointhis scheme.”

 

An officer briefing note had been published with the agenda to accompany the motion.

 

Councillor Parr responded to questions on the motion before a short debate.

 

An amendment to the motion was moved by Councillor Black:

 

“That, in 1), the words “and other similar schemes” be added after the word “scheme.”                                                                      

 

With the agreement of her seconder, Councillor Parr accepted this as a friendly amendment.

 

At the conclusion of the debate a vote was taken and the motion was clearly carried.
