Proposed Licensing Fees 2009/10 PDF 14 KB Additional documents: Minutes: The Licensing Manager introduced a report that enabled Members to consider the level of Licensing fees for 2009/10.
Members noted that the annual revision of fees sought to ensure that the costs of the service, so far as possible, would be met from the income. However, it was also noted, that it was not lawful for the Council to seek to make a profit from licence fees within its discretion.
It was proposed by Councillor Day and seconded by Councillor Greenall:-
“That there be no increase in the fees charged by the Council for fees relating to hackney carriages and private hire vehicles, and miscellaneous licences, for the financial year 2009/10.”
Resolved unanimously:
That there be no increase in the fees charged by the Council for fees relating to hackney carriages and private hire vehicles, and miscellaneous licences, for the financial year 2009/10. |

Application for Private Hire Driver's Licence - Jason Scott Report of Licensing Manager. Minutes: The Licensing Manager submitted a report to enable Members to consider whether to grant Mr. Scott’s application for a Private Hire Driver’s Licence.
Details of the individual case are set out in Confidential Minute No.66, in accordance with Section 100C(1) and (2) of the Local Government Act 1972.
It was proposed by Councillor Brown and seconded by Councillor Greenall:-
“That Mr. Scott’s application for a Private Hire Driver’s Licence be granted, subject to receipt of a satisfactory medical report.”
Upon being put to the vote, 4 Members voted in favour of the proposal, 1 Member voted against and 1 Member abstained whereupon the Chairman declared the proposition to be carried.
Resolved:
That Mr. Scott’s application for a Private Hire Driver’s Licence be granted, subject to receipt of a satisfactory medical report. |

Application for Hackney Carriage Driver's Licence - Peter Bernard Garth Report of Licensing Manager. Minutes: The Licensing Manager submitted a report to enable Members to consider whether to grant Mr.Garth’s application for a Hackney Carriage Driver’s Licence.
Details of the individual case are set out in Confidential Minute No. 67, in accordance with Section 100C(1) and (2) of the Local Government Act 1972.
It was proposed by Councillor Day and seconded by Councillor Greenall:-
“That Mr.Garth’s application for a Hackney Carriage Driver’s Licence be granted, subject to receipt of a satisfactory medical report.”
Upon being put to the vote, 3 Members voted in favour of the proposal, 2 Members voted against and 1 Member abstained whereupon the Chairman declared the proposition to be carried.
Resolved:
That Mr. Garth’s application for a Hackney Carriage Driver’s Licence be granted, subject to receipt of a satisfactory medical report. |

Exempt Items The Committee is recommended to pass the following recommendation in relation to the following items:
“That, in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business, on the ground that they could involve the possible disclosure of exempt information, as defined in paragraph 1 of Schedule 12A of that Act.”
Members are reminded that, whilst the following items have been marked as exempt, it is for the Committee itself to decide whether or not to consider them in private or in public. In making the decision, Members should consider the relevant paragraph of Schedule 12A of the Local Government Act 1972, and should balance the interests of individuals, or the Committee itself, in having access to information. In considering their discretion, Members should also be mindful of the advice of Council Officers. Existing Hackney Carriage Driver's Licence - Christopher Whittaker Report of Licensing Manager. Minutes: In the absence of Mr. Whittaker it was proposed that the matter be deferred to allow Mr. Whittaker an opportunity to attend the next meeting of the Committee and that his licence be temporarily renewed until that date.
Resolved unanimously:
That the matter be deferred to allow Mr. Whittaker an opportunity to attend the next meeting of the Committee and that his licence be temporarily renewed until that date. |

Existing Hackney Carriage Driver's Licence - Peter Conway Report of Licensing Manager. Additional documents:
Minutes: The Licensing Manager submitted a report to enable Members to consider what action, if any, to take in respect of Mr. Conway’s Hackney Carriage Driver’s Licence.
Details of the individual case are set out in Exempt Minute No. 70, in accordance with Section 100A of the Local Government Act 1972.
It was proposed by Councillor Wade and seconded by Councillor Redfern:-
“That no action be taken in respect of Mr. Conway’s Hackney Carriage Driver’s Licence and that Mr. Conway’s Hackney Carriage Driver’s Licence be renewed.”
Upon being put to the vote, Members voted unanimously in favour of the proposal, whereupon the Chairman declared the proposition to be carried.
Resolved unanimously:
That no action be taken in respect of Mr. Conway’s Hackney Carriage Driver’s Licence and that Mr. Conway’s Hackney Carriage Driver’s Licence be renewed. |
